Bottom-up tendencies are related to publication of structured information in a machine-processable form (e.g. in XML, RDF, JSON). It also covers annotation of unstructured content with meta-data (e.g. microformats, RDFa, SIOC, MPEG-7). Top-down approaches are related to algorithmically structuring unstructured information. They combine different methods of Web mining, information extraction, classification, categorisation, automated linking and named entities recognition. Moreover, phenomena combining these tendencies, such as social annotation of resources, are widely present in today&rsquo;s Web. More structured information on the Web enables information integration using shared vocabularies (linked data approach), data mashups (domain-specific integration), and automated algorithmic information integration (schemas matching, dataspaces, lexical techniques). In parallel, popularization of mashup, data monitoring and social data sharing techniques, enable easier information reuse and growing number of intelligent services combing various dynamic information sources, algorithms and explicit or implicit users input. The ESIW 2009 workshop will adopt a multidisciplinary approach to current tendencies in exploiting structured information on the Web. The workshop will provide an informal and vibrant forum for researchers and industry practitioners to share their research results and practical development experiences.</p>";

<p>Perhaps the key issue in the online era of the Connected World in which we live is that of identity. Public concern over identity theft and privacy is already high, and can only grow as we become more engaged online. What happens as we move forward and make medical records fully electronic for example? How should governments plan to provide public services securely? Even if we cut out the regular loss of electronic records from laptops or CDs left on trains or lost in transit, how will governments keep our records safe? Should we link tax, driving, medical, benefits, and other personal records to be accessible in one place for ease of citizen use, or does that introduce an unacceptable systemic weakness? <br /><br />And how do we know that information about us kept by commercial organisations is safe and not available to be abused? Today we have the Data Protection Act to protect us, but is it adequate? What should the rules be about availability and use of private records? What should be covered by privacy laws and what is fair game to be sold on and used for (say) marketing? What is privacy anyway, and are we entitled to it? If we put information about ourselves online (for example on Facebook, or even on an email), can we reasonably expect it to stay private? And can IT security keep pace with both technological change and the best efforts of increasingly sophisticated online criminals?</p>

<p>We are living in an age of superabundant information. The Internet and World Wide Web have been the agents of this revolution. This deluge of information and data has led to a range of scientific discoveries and engineering innovations. From characterising the shape and structure of the Web to efficiently searching its billions of items of content.</p>
<p>We are also witnessing the emergence of a new Web - a Web of Linked Data - driven by the release of large sets of data into the public domain. This offers new opportunities for science, government and business.</p>
<p>There are challenges too &ndash; how will we ensure the quality and integrity of these information assets, how do we respect and protect our privacy in a world of increasingly interconnected data. The lecture will discuss these fast moving developments and how they will impact all aspects of our lives.</p>

<p>With the appearance and expansion of Twitter, Facebook Like, Foursquare, and similar low-effort publishing services, the effort required to participate on the Web is getting lower and lower. Enormous quantities of small user input are being piped into the data streams of the Web, leading to a rate of growth which has never been witnessed before. We refer to such small user inputs as Microposts, these can range from 'checkin' at a location on a geo-social networking site - allowing users to inform their friends of their current location - through to a status update on a social networking platform. The production of such masses of data, combined with the disparate and heterogeneous nature of the topics which Microposts refer to, requires new techniques to glean knowledge from them and provide useful services and applications sitting atop the amalgamation of this data.</p>
<p>This workshop: \"Making Sense of Microposts\" (MSM), will cover the topics of: information extraction and leveraging of semantics from Microposts; making use of Microposts' semantics; and social studies related to Microposts that could help build appealing new systems based on this type of data. The workshop has two main points of difference from existing Social Semantic Web workshops which partially treat Microposts: (a) the interdisciplinary nature and interest to bring together the Social Sciences and Semantic Web research; (b) the focus on Microposts' usage in making appealing tools for Web users and showing how the Semantic Web makes a difference in those applications. One of the main goals of MSM is to bring together the researchers from various disciplines treating the question of Microposts from different angles. We are particularly interested in submissions describing theories from the Social Sciences related to the creation and potential usage of Microposts that could inspire the creation of data structures, ontologies and finally interfaces that make advanced use of Microposts. <p>The Web is the largest technological artefact in existence, comprising a global network of information sites and services. It is a social machine, delivering information between people and communities, embedded in almost all processes of human society: education, medicine, science and technology, commerce, entertainment and social activity. It is often simply supposed that the Web is a neutral technology, a stable computing platform for the delivery of information and services. What is overlooked is that the Web is changing constantly in response to the demands of human society. Incremental innovations leads to changes in how people use the Web and in turn how Web technology responds to changed human interaction. Small technological decisions influence how individuals use the Web and ripple out to have unanticipated macro-effects. Sometimes these effects are beneficial such as the emergence of Web 2.0 technologies. Other technologies such as the rise of spam bots or 'blackhat' search engine optimisation techniques clutter the Web with irrelevant, distracting information. While influential corporations such as Google, Facebook and Microsoft generate huge revenues from the Web, the Web itself is owned by everyone and no-one. We need to fully understand the demands placed on the Web by human society, so that its fate does not lead to a 'tragedy of the commons' but to a sustainable technological resource for the future.</p>

<p>The advent of the Web is one of the defining technological events of the twentieth-first century, yet its impact on the fundamental questions of philosophy has not yet been widely explored, much less systematized. The Web, as today implemented on the foundations of the Internet, is broadly construed as an information space, the space of all items of interest (&ldquo;resources&rdquo;) identified by URIs (Uniform Resource Identifiers, such as &ldquo;http://www.example.org&rdquo;). Originally conceived as an hypertext system of linked documents, today the Web is rapidly evolving as a universal platform for data and computation, as URIs are used to identify everything from data on the Semantic Web and mobile code in Web applications. Even more swiftly is the Web-driven transformation of many previously unquestioned philosophical concepts of privacy, authority, meaning, identity, belief, intelligence, cognition, and even embodiment in surprising ways. In response, we hope to provoke the properly philosophical question of whether there is a consistent new branch or practice of philosophy that can weave these changes to technology and society into a coherent whole and have a real social impact?</p>
